01 The physics
A fall is a high-velocity torso Doppler transient (>1m/s burst) followed by absence of gait micro-Doppler; CSI catches that burst in darkness, smoke, and through interior walls. Breathing micro-motion at 0.1-0.5Hz keeps static-target energy alive on the room's mmWave radar, so a worker who is down but breathing stays present in the radar's aimed cone for as long as they are down.
02 Shared processing path
Doppler burst + micro-Doppler gait cessation (stage 2) -> anomaly manifold flags deviation from that worker's normal motion baseline (stage 3) -> RTI localizes the down worker to the room/bay (stage 4) -> the covered room's radar static-energy hold confirms person-still-present-and-breathing, suppressing false 'walked away' dismissals.

03 Validation plan
Fall AUC 0.8 already proven on public data; validate industrial clutter transfer with OPERAnet falls plus own-hardware trials in a metal-rich pump room using the proven cross-room z-score transfer.

Man-down coverage for every lone-worker zone — a WiFi node plus a small mmWave radar in each covered room, no badge to forget — sold to the HSE director as wearable-free lone worker compliance.
