Intended capability

Validate this target only after a capability-specific adapter and ground-truth study exist: Compiles the band's findings into a periodic, signed, integrity-chained certificate for a fleet estate: what the witness plane covered — zones, sensors, hours, and each sensor's defeat conditions, stated; what it observed — co-presence events, motion-while-declared-idle, waste signatures, dock health, each tagged class B or C with its defeats and its cannot-attribute line; and where observed physics agreed or diverged from declared estate state, with confidence. The reasoning tier drafts the narrative, and every sentence must trace to an evidence row or be cut. Every certificate carries the scope line: not a safety function, the certified stack remains authoritative, ISO 13849 is out of scope, this is not a conformity assessment, EU declaration of conformity, or certificate of conformity within the meaning of EU 2023/1230, and this record corroborates — never substitutes — the manufacturer's own Annex III recording duty.

01 The physics

The certificate's physics is inherited: each enumerated event carries the sensor mechanism that produced it, and the compilation adds none. What the compilation itself contributes is coverage honesty — the certificate states where the plane could not see, with the same weight as what it saw: uncovered zones, robot-transit no-assessment windows, baselines flagged stale by the drift audit. An audit artifact that hides its blind spots is worth nothing, and this one is built so it cannot.

02 Shared processing path

Findings ingest from all band rows with class tags -> coverage assembly (zone-sensor-hour matrix + defeat conditions + baseline staleness) -> declared-vs-observed consistency scoring per zone-shift on the read-only estate join -> reasoning-tier narrative draft with per-sentence evidence binding, lawful twins named on every judgment -> human review gate -> signed, integrity-chained certificate with the scope line, filed per period.

03 Validation plan

Audit-style dry runs: staged divergence scenarios with scripted ground truth compiled into certificates and scored sentence by sentence for evidence binding; integrity-chain verification by a third party; a pilot period reviewed against the site's own incident and maintenance records. Annex III clause numbering verified against EUR-Lex before it appears in print.
